VeriSign ECA certificates are sold as a set including both an ECA Identity certificate and an ECA Encryption certificate. A key escrow service protects and enables the recovery of a private encryption key in the event that a user loses the key and needs to access information previously encrypted with the key.

The External Certification Authority policy requires that the identity and citizenship of an applicant for an ECA certificate must be verified through an in-person process before a certificate can be issued. VeriSign offers three methods for the in-person identity and citizenship verification process.
- Notary Public. An applicant must appear before a Notary Public and present two forms of identification and proof of citizenship. The usual forms of identity and citizenship documents are a government-issued photo ID such as a driver’s license and a passport. Other documents such as certified birth certificates can also be used.
- Trusted Agent. For organizations needing 10 or more ECA certificates an individual employee of the organization, designated as a Trusted Agent, can be authorized to perform the equivalent functions of the Notary Public. Trusted Agents are provided with a capability to securely transmit ECA certificate application information to VeriSign.
- Cleared Government Employee. For foreign nationals residing outside of the U.S. and needing to do business with U.S. government organizations, an approved, cleared DOD employee may perform the equivalent functions of the Trusted Agent and approve ECA certificate applications.
